Housing is a concern
that affects living conditions for populations in every
county of the Northeast Florida region. Affordable housing,
as defined by the Florida Affordable Housing Study Commission
Final Report, is "housing that costs no more than 30
to 35 percent of a householder’s income." While
not a problem for many in the region, it is a problem for
those in lower income brackets, and particularly for many
elderly households and female-headed households with children.
The Council is involved in meeting this need through its
administration of the SHIP programs that assist very low-,
and moderate-income households; through an affordable housing
division and through its staffing of the Putnam county housing
committees.
