The EAR is a document that provides an
assessment of the Comprehensive Plan, required every
seven years to determine where and if the existing Comprehensive
Plan has succeeded or failed. Each goal, objective and
policy is assessed for its strengths and weaknesses,
and recommended changes are discussed in the report.
Changes to the Comprehensive Plan based on the recommendations
from the EAR occur after the adoption of the EAR by
a local government.
